§ 52-1. Findings; purpose.

The Town of Oneonta finds that in order to safeguard the health, safety and welfare of the residents of the Town of Oneonta, to safeguard their material and property rights against unwarranted invasion and in order to protect, preserve and maintain property values, minimize nuisance and protect against health hazards, there shall be enacted this chapter to control littering and dumping within the Town of Oneonta and to establish and fix the penalties for violation thereof.
